So many sections of the one tiddler are visible all at once.
The trick here is not to open the tiddler itself in another window.
My TiddlyWiki instance has an “Extra Edit Window” tiddler with an edit text area widget. What is edited depends on the tiddler edited in the main window.
I have a “Extra Edit Window” menu item which, when clicked, creates a new temporary tiddler using “Extra Edit Window” as the template. Then that temporary tiddler is opened in a new window.
So I can have the one tiddler (mine are BASIC programs) opened in as many windows as I need to edit/view as many parts of a long program as needed.
