Is this possible? I do not want tiddlers to be tabbed. I want to use the standard river with an option for the user to create alternate river tabs that they name, order and remove. When a tiddler is opened it appears in the active river tab.

That sounds somwhat like MCL multi column layout but with them all stacked and tabbed. However MCL is feature rich and illustrates how far multistory handling can go.
Yes what you ask is possible and could be useful especialy in mobile if the tabs stay at the top when you scroll.
