on Windows 10 + Chrome/Edge 105 pressing Alt+I create a new image tagged with Journal. This is a bug!
Can anybody confirm this on Linux/Mac?

On macOS, I tried ⌃Control+I. It created an image tiddler with Journal tag.

I was looking at something as a result of this discussion and the bug is in $:/core/ui/Actions/new-image
There is no Control Panel > Basics > Tags for new images
