I think the problem with saving fold states forever and ever is that there can be a proliferation of orphaned state tiddlers.

Over here you could use state fields in a single tiddler, a ghost or meta tiddler, even fieldnames like $:/state/tiddlername/id RFC Ghost/Meta tiddlers

Does anyone have a simpler way to do this than with the StartupAction suggested? Surely there must be some way to edit the stylesheet for section editor to make this happen?
