For backward compatibility we would not move anything to it, just for future solutions. For example, I am thinking to use ghost!!condition for this RFC: Conditional UI elements Tabs/buttons and more
Also note here Section Editor Plugin: First Stable Release the clear possibility to use state fields in a ghost/meta tiddler rather than separate tiddlers.
