Would it be possible to create a new tiddler on scroll?
It would be a bit like Twitter where the page is refreshed on scroll

You mean loading tiddlers when you scroll the story ? Check out the DynaView plugin : https://tiddlywiki.com/plugins/tiddlywiki/dynaview/
Since he used the word create, I suspect he wants a new tiddler created when he scrolls past the bottom of the story river.
It would perhaps be better to have a New tiddler button in a tiddler tagged $:/tags/BelowStory so that you can choose to create a new tiddler.
Depending on how a scroll event would create a new tiddler, you could suddenly find half a dozen new tiddlers because of the way you used your mouse.
maybe it would create new tiddler on scroll if the story was empty or if you scroll from the top of the story

Well twitter does not create new post when scrolling, it only load existing posts as needed.
