@etardiff pointed me to @saqimtiaz nearly ready float-plugin.
I jsoned the tiddlers for testing.

Moving the tiddlers works really great. There are some minor issues that could be treated to make it perfect.
It would be even cooler if, the floating tiddlers could
- be rearranged in the z-level
- be zoomed to a disired size by dragging the right corner.
- be minimized to a button on the bottom and
- if they would reappear where they where closed the last time.
