You will have to use a viewtemplate for that.
I think this is the viewtemplate used for the example you have shown - Scripts in Tiddlywiki — codes, macros, and solutions in TW
This colored block is added by a viewtemplate. But for brevity, and quick onboarding you can install Solutions plugin from kookma in an empty tiddlywiki or just drop it to tiddlywiki.com
