This is a simple idea that might go further if people use it.
For this Talk site, there could be a category of comments for community level 
features and plugin ideas. (as opposed to requests directed at the core developers.)
Anyone can post ideas, and anyone can develop them. Low pressure.
It can also help core developers who have to reject many ideas. Core devs and managers of this site can reclassify / redirect comments as ideas for the community.
As some might guess, I personally have many ideas. But I do not want to burden the devs with that level of expectation. Some of them could get quite detailed as well, but that would be part of the idea.
