I like the Twine step by step welcome page.
I think making this is quite easy in TiddlyWiki and I hope a volunteer makes one and adds to tiddlywiki.com

Nice simple design. Was your idea to make such a welcome guide simply available on tiddlywiki.com, or make it the default layout when opening for the first time?
I have once written about my idea for the landing page here: Landing Pages -- Can TiddlyWiki Learn From Them? - #73 by vilc
I didn’t make any visualizations of this idea back then, but the twine welcome guide you linked sort of shows what I had in mind. Very minimalistic initial layout, so as not to overwhelm potential new users, with the most important info broken down into small steps. And an easily available “skip” button that would immediately switch to the current full layout, for those using it as a reference page.
Jeremy has created an introduction edition like this, see
Introduction — a step by step introduction to TiddlyWiki
But it is too old. I think using new PageTemplate this can be updated and some new useful features can be added into it.

I think this can be activated via a Welcome link.

I like the simplicity of Twine welcome page and as you said the Skip button that would switch to full layout.
