There’s a good start here. It’s not complete, searching “css” on tiddlywiki.com will return results not listed there, but at least basics are listed.

No, And maybe never, although we can make some brave attempts. My contributions is a small step in that direction.
The reason maybe never?
Because CSS on top of HTML let along also tiddlywiki is such an enormouse field on its own. Very little of HTML and CSS is exluded from posibilities within tiddlywiki, so like other areas of tiddlywiki it is effectivly infinitaly extencible.
We need to document the differences and this needs someone or a team intimatly knowledgable with both CSS and TiddlyWiki.
